Lease Contract Documentation Service via the Raghdan Platform
1. The lease-contract documentation service on the Raghdan platform is dedicated to property owners (lessors); no other party may create a contract on the owner's behalf except under a duly authorized legal power of attorney. The service is provided by Raghdan as a real-estate broker accredited and licensed by the Real Estate General Authority (REGA) and a member of the electronic leasing-services network (Ejar); the broker oversees the documentation procedures and verification of the parties.
2. The service is provided through the technical connection and integration between the Raghdan platform and the electronic leasing-services network (Ejar), operated by the National Housing Services Company and regulated by the Real Estate General Authority. Official documentation takes place exclusively on the Ejar platform, and no action performed on the Raghdan platform constitutes independent documentation separate from Ejar.
3. Accepted documents proving the right to lease: the electronic title deed, the real-estate registry, the paper title deed, the deed of prescription (Hojjat Istihkam), and other documents. The contract is documented fully electronically on the Ejar platform in all cases; the pre-documentation processing differs as shown in the table below:

4. Paper title deeds, deeds of prescription, and other non-automatically-linked documents are subject to internal review and approval by Raghdan to confirm their validity and that they meet regulatory requirements. This review may take up to 24 hours from completion of the request, and the contract is not submitted for documentation on Ejar until it passes. Raghdan reserves the right to reject or return any request whose documents do not meet the regulatory conditions, notifying the user of the reason where possible.
5. Creating a contract requires logging into the Raghdan platform and authenticating via the Unified National Access (Nafath).
6. Electronic documentation mechanism: An approval link is sent to both the lessor and the tenant by SMS for authentication through Nafath. The contract becomes documented and effective once both parties approve; if documentation is not completed within seven (7) days, the contract returns to the broker as a draft and the procedure must be repeated.
7. The contract becomes legally binding and acquires the status of an executive instrument (writ of execution) after it is documented on the Ejar platform and electronically approved by the parties.
8. The user is responsible for the correctness, accuracy, and currency of all entered data (identity, ownership and title deed, property data, rent value) and bears sole legal responsibility for it. The broker verifies the parties' identities and the owner's title deed before entering the contract data into Ejar.
9. All data exported to the Ejar platform is owned by Ejar / the Real Estate General Authority, which may dispose of it under the applicable regulations. Personal data is processed in accordance with the Personal Data Protection Law and the regulations in force in the Kingdom.
10. Service fees are calculated inclusive of the approved Ejar-platform fee and are paid in advance via a secure payment gateway.
11. The announced fees are inclusive of value-added tax (VAT).
12. Documentation fees collected for the Ejar platform are non-refundable once the contract's documentation on Ejar is completed.
13. The service fees announced by Raghdan cover the approved Ejar-platform fee for a period of one year or less.
14. Raghdan reserves the right to reject any request that violates the regulations of the Real Estate General Authority or the rules of the Ejar platform, without any liability.
15. A copy of the approved contract is sent to the parties via their registered SMS.
16. Neither Raghdan nor the Ejar platform is responsible for any incorrect information provided by the user; the user alone bears it. They are likewise not liable for any direct or indirect losses resulting from misuse of the service or from a technical fault caused by force majeure.
17. These terms and conditions are subject to the rules of Ejar and the regulations applicable in the Kingdom of Saudi Arabia; any dispute arising shall be referred to the competent authorities under the Kingdom's regulations.
18. Raghdan reserves the right to update these terms and conditions in line with updates to the rules of Ejar and the Real Estate General Authority; continued use of the service constitutes acceptance of the amendments.
